This blog attempts to analyze and illuminate the sometimes obscure workings of international organizations, courts, and legal processes.

I am an associate professor at Indiana University’s Hamilton Lugar School of Global and International Studies. I have written an account of the International Criminal Court’s creation and early years and a history of the United Nations Security Council, both published by Oxford University Press. My forthcoming book, The Poseidon Project, is a diplomatic history of the law of the sea, with a focus on “freedom of the seas.”
